I was able to follow the directions but what is a "Hook & Loop"? is it just a tie or what?

I found the pattern easy enough to follow and love the result, however, I have to agree with some other comments that the assembly part is quite confusing. I came hoping to find a video or even some more in depth written instructions for this part alas there are none.
